1. How much Flomix would I need to fill roughly 16 (discontinious) sq ft. of asphalt potholes/ depressions averaging roughly 4

It would take about 12 kits adding black diamond aggregate to fix the area you described and no you can not split a kit. You should mix and use one kit at a time to repair the area it covers.
